Everything you need to know about hybrid appraisals.
Eligibility, compliance, and the talking points that turn borrower and underwriter pushback into approval. All in one place.
A Hybrid Appraisal is a GSE-backed valuation method that delivers a full URAR appraisal report in as little as 24 hours. A trained, vetted data collector handles the on-site property inspection. A licensed appraiser performs the valuation remotely and signs the complete report.
It is not a waiver, not an estimate, not an AVM. It is a full appraisal — delivered faster.

How to check eligibility in 60 seconds
Over 90% of conventional loans are eligible for a hybrid appraisal — and the answer is already in your AUS output. You don't have to guess; it's flagged directly in the findings.
Found in the Property and Appraisal Information section of your DU Underwriting Findings Report. Effective March 22, 2025.
"Form 1004 Hybrid" (single-family) or "Form 1073 Hybrid" (condo)
If that message is present, your loan is eligible.
Found on your LPA Feedback Certificate, in the collateral / appraisal messages section. Effective April 7, 2025.
There are two paths to a hybrid in LPA:
Message text and field labels may vary slightly by LOS integration — search by message code (FPA0114 / FPA0159 / FPA0100) when in doubt.

Straight answers to the most common questions LOs have about hybrid appraisals.
Check your AUS output — it will tell you directly.
Fannie Mae (DU): In the Property and Appraisal Information section of your DU Underwriting Findings Report, look for a message referencing "Form 1004 Hybrid" (single-family) or "Form 1073 Hybrid" (condo). Effective March 22, 2025.
Freddie Mac (LPA): On your LPA Feedback Certificate, look for "FPA0114" (Form 70H, single-family) or "FPA0159" (Form 465H, condo) for a direct hybrid offer. Loans that qualify for ACE+ PDR (feedback code "FPA0100") can also be ordered as a Form 70H hybrid; if PDR review surfaces disqualifying conditions, Freddie returns a separate feedback message confirming the appraisal upgrade path. Effective April 7, 2025.
If you see one of these messages, the loan qualifies. No additional approval needed. Over 90% of conventional loans are flagged as eligible when submitted. Eligible transaction types include purchases, limited cash-out refinances, and cash-out refinances on 1-unit properties including condos and PUDs.
Yes — hybrid appraisals are formally supported by both GSEs and produce a full URAR report that goes through standard underwriting.
Fannie Mae supports hybrids via Form 1004 Hybrid (effective March 22, 2025) and the Value Acceptance + Property Data pathway.
Freddie Mac supports hybrids via Form 70H (effective April 7, 2025).
The appraisal is submitted through UCDP and scored by Collateral Underwriter (CU) the same way a traditional appraisal is. Eligible loans with a CU risk score of 2.5 or less qualify for enforcement relief on rep and warranty obligations — the same protection as a traditional appraisal.
It depends on your lender's overlays. Most lenders that haven't formally adopted hybrid appraisals still allow them if the AUS flags eligibility — the GSE policy change removed most barriers.
Check your AUS first. Confirm your lender doesn't have a specific overlay excluding hybrids. Place the order as a "hybrid" product type through your AMC.
If your lender has questions, point them to Fannie Mae SEL-2025-01 or Freddie Mac Guide Bulletin 2025-1 — both formally introduce hybrid eligibility into the selling guides.

The appraiser does not visit the property in person. A trained, GSE-approved Property Data Collector (PDC) performs the on-site inspection — collecting photos, floor plan measurements, property condition ratings, and all required data using a standardized GSE protocol.
The appraiser then receives the validated data package and performs the valuation remotely — analyzing data, selecting comparables, and completing the full URAR report. The appraiser's judgment is unchanged; only the fieldwork is separated.
The data collector must be unaffiliated with the transaction and pass a background check — operating under GSE-mandated Property Data Collector Independence Requirements (PDCIR), analogous to the Appraiser Independence Requirements (AIR) that govern the appraiser.
What to tell your borrower: "A trained inspector will visit your property to collect all the data. A licensed appraiser then writes your full official report. You're getting the same complete appraisal — the process is just more efficient."
These are fundamentally different products:
Property Inspection Waiver (PIW) / Value Acceptance: Waives the appraisal entirely. No inspection, no appraiser, no URAR report. The GSE accepts the sale price based on their data models.
AVM (Automated Valuation Model): A statistical estimate of value. Not a regulated appraisal. Not acceptable for GSE loan delivery.
Hybrid Appraisal: A full, licensed appraisal. A data collector visits the property. A licensed appraiser performs the valuation. A complete URAR report is produced. Goes through standard underwriting. Eligible for rep and warranty relief.
A hybrid is not a shortcut. It's a full appraisal with a more efficient workflow.
The system is designed to catch it before the appraiser ever sees the data.
Reggora's platform includes a QC layer that validates the data package for completeness, consistency, and GSE compliance before it's released to the appraiser. If anything is missing or inconsistent, the data collector resolves it first — the appraiser doesn't receive an incomplete package.
Additionally, the appraiser retains full authority: they can flag insufficient data, request additional information, or reject the assignment if they don't trust what they've received. The appraiser's signature means they've accepted professional responsibility for the valuation — they are not required to sign off on data they don't trust.
Not if executed correctly with a GSE-eligible loan and a compliant AMC.
Hybrid appraisals flagged eligible by DU or LPA carry the same rep and warranty protections as traditional appraisals when delivered per GSE guidelines. Loans with a CU score of 2.5 or below qualify for enforcement relief on the appraisal value representation — the same relief available on traditional appraisals.
Repurchase risk in hybrid appraisals has historically come from vendor process failures — poor data collection, no QC, or non-compliant workflows. Those are AMC quality issues, not product category issues. Choosing a compliant AMC with a documented QC process is how you manage that risk.
Most hybrid appraisals aren't meaningfully faster than traditional because most platforms coordinate the data collector and appraiser sequentially. Reggora coordinates them simultaneously through our Streamlined Appraisal product.
Here's the flow:
- Order placed: allocation algorithm assigns a data collector immediately based on proximity, availability, and workload.
- Data collection: scheduled within hours. Inspector visits the property and collects all data per GSE-standard protocol.
- QC + appraiser assignment: data package QC'd and released to the appraiser the same day, often while collection is still in progress.
- Report delivery: full URAR delivered — typical total elapsed time: 24 hours.
This is our operational SLA, not a marketing claim. It depends on inspector availability in the property's area — which is why our 50-state network matters.
Some will — and the good news is that the pushback almost always comes from misunderstanding, not a legitimate objection. Proactive framing before they ask is the most effective approach.
For borrowers: "We're using a hybrid appraisal process — a trained inspector visits your home, and a licensed appraiser writes your full official report. It's the same complete appraisal you'd get either way, just delivered faster."
For realtors: "This is a GSE-recognized appraisal — the report carries full weight for underwriting. The inspector visits the property to collect all the data; the appraiser handles the valuation. It should move faster than a traditional appraisal, which helps your client's timeline."
Borrowers and realtors who understand that (1) someone visits the property and (2) a licensed appraiser produces the report rarely have further objections.
